Yes, you can upload your concept art here. If you don't want your work to show up in the art portal then read the "Finished Piece?" box below that line.
Make sure that the "This is not a sketch, include in the Art Portal." box is unchecked. That will make your art show up in your profile but it won't show in the art portal. Checking that box will make the artwork show up in the art portal. Don't worry, I'm sure you won't get into trouble uploading concept art.
